SEX OFFENDERS AMONGST US IN OUR COMMUNITIES WITH NO ACCOUNTABILITY OF ACCURATE RECORDS

TIME FOR SOME HOUSEKEEPING AT THE MOTELS WITH PEDOPHILES RESIDING AND WORKING

RHODE ISLAND'S SEX OFFENDER REGISTRY LACKS ADDRESSES OF PREDATORS IN OUR STATE

WPRI CHANNEL 12 EXPOSES A REGISTRY THAT IS IMPOTENT AND LACKS AT LEAST 15 TO 20 ADDRESSES FOR LOCATIONS OF SEXUAL PREDATORS WITH THE ALLIANCE ASSISTANCE:  http://wpri.com/2016/12/06/sex-offenders-who-do-not-register-addresses-remain-free-from-arrest/

What to do when your out on the streets from 7 am to 7 pm from the shelter you live in while out in the community unsupervised ?   see link and camera article below !   Gary Rasey , a level 3 sex offender at Harrington Hall utilized his video skills in a depraved fashion !

One of many concerns regarding lack of supervision of clients at shelters .... registered sex offender at Harrington Hall video upskirtting at Kennedy Plaza in the Capitol City Providence while women are unwittingly feel sense of false security : http://wpri.com/2016/09/02/man-charged-in-mall-upskirt-incident-is-convicted-sex-offender/

MAKING POSITIVE CHANGES IN DEALING WITH SEX OFFENDER REGISTRATION AND CREATING ACCOUNTABILITY FOR NON PROFIT " DO GOODER" PROGRAMS WITH STATE FUNDING

Bill S0055 requires shelters to contact law enforcement in a timely 24 hour fashion that they will have a registered sex offender living at that address and in their populace or recieve consequences : http://webserver.rilin.state.ri.us/BillText/BillText17/SenateText17/S0055.pdf

ALLIANCE WEIGHS IN ON LEGISLATION TO BE PROPOSED ON %10 QUOTOS CAPPING RESIDING SEX OFFENDERS IN STATE FUNDED FACILITIES AND APPROPRIATE PROGRAMING.....

ALLIANCE FORCED TO RECUSE ITSELF FROM CLUSTERING BILL AS WRITTEN AND PLANNED IN IT'S CURRENT FORM

ALLIANCE DISCOVERED AFTER QUESTIONING SPONSOR IN THE HOUSE THAT THERE WAS NO PLAN IN PLACE FOR DISPERSING SEX OFFENDERS THROUGHOUT THE STATE AND CAME WITH A " HEFTY" PRICE TAG IN OUR BUDGET FOR 2017, SPECIFICALLY $1MILLION$50,000 TO RELOCATE SEX OFFENDERS THROUGHOUT THE STATE WHILE MOSTLYBENEFITING ONE DISTRICT, CRANSTON,BY EMPTYING  SEX OFFENDERS AT HARRINGTON HALL THROUGHOUT THE STATE.

SPONSOR OF CLUSTERING BILL WHO BENEFITS CRANSTON DISTRICT TO EMPTY HARRINGTON HALL SHELTER OF 35 + SEX OFFENDERS TO BE DISPERSED THROUGHOUT THE STATE WITH NO PLACEMENT PLAN IN PLACE AND $1MILLION $50,000 TO IMPLEMENT THROUGHOUT THE STATE !  REPRESENTATIVE ROBERT LANCIA DISTRICT 16 CRANSTON.

ALLIANCE FOR SAFE COMMUNITIES CALLS ON GOVERNOR TO VETO CLUSTERING BILL, WITH NO ANSWERS AS TO IMPLEMENTATION IN PLACE AND A HEFTY $ PRICE TAG

REPRESENTATIVE ROBERT LANCIA TAKES FULL CREDIT FOR MANDATORY REGISTRATION OF SEX OFFENDERS AND CLUSTERING CAP BILL...... KEEP IN MIND ALLIANCE FOR SAFE COMMUNITIES RECUSED ITSELF FROM CLUSTER CAP BILL AND WORKED ON MANDATORY REGISTRATION.... NOT TO BE MENTIONED IN HIS ONE AND ONLY ARTICLE: http://cranstononline.com/stories/sex-offender-registration-bill-now-law-quota-still-on-calendar,126405

IS THIS THE PLAN REPRESENTATIVE LANCIA?

GIVING SEX OFFENDERS THEIR OWN HOMES , WHERE THEY CAN GARDEN AND DO ZEN ?  SENATE JUDICIARY TESTIMONY  FROM ADVOCATES SUPPORTING CLUSTERING BILL. NOTE ALLIANCE FOR SAFE COMMUNITIES RECUSED ITSELF  DUE TO LACK OF TRANSPARENCY AND COST WITH THIS AGENDA !

BILL PASSED INTO LAW.....SOON JANUARY 2018 SEX OFFENDERS WILL BE EMPTIED FROM HARRINGTON HALL SHELTER IN CRANSTON AND NEW QUOTAS WILL BE IMPLEMENTED.... WITH NO PLAN IN PLACE AND $1MILLION $50,000 FOR FUNDING ... THESE AND MANY OTHER RELEASED SEX OFFENDERS FROM THE ACI WILL HAVE MANY OPPORTUNITIES FOR LIVING IN OUR COMMUNITIES... THE ALLIANCE HAS ZERO % CONFIDENCE IN THE IMPLEMENTATION OF THIS BILL. THE STATE OF RHODE ISLAND IS NOW UNDER A LAWSUIT WTIH THE ACLU REGARDING LACK OF OPPORTUNITY FOR HOUSING WITH CAPS IN PLACE AND NO OTHER ALTERNATIVE HOUSING SOLUTIONS EXPLORED AFTER $$$$$$$$$$$ SPENT AND GIVEN TO CROSS ROADS RHODE ISALND.

WITH QUESTIONABLE SPENDING PRACTICES, SCANDALS, THAT ARE CURRENTLY PLAGUING THE NON PROFIT INDUSTRIES IN RHODE ISLAND SUPPOSEDLY SERVICING " DO GOODER" CAUSES.... PERHAPS SOME INTERVENTION AND OVERSIGHT IS NEEDED:

SEE HOUSE BILL 5091 ESTABLISHING AN OFFICE OF INSPECTOR GENERAL:

H5091.pdf
Adobe Acrobat document [260.5 KB]

ALLIANCE FOR SAFE COMMUNITIES REJECTS THIS BILL:

WHILE THE CONCEPT OF OVERSIGHT IS NEEDED , HAVING THE FOXES WATCHING THE HEN HOUSE IN THIS BILL IS NOT THE SOLUTION TO OVERSIGHT OF NON PROFITS. THIS BILL APPOINTS THE VERY ENTITIES TO OVERSEE WHAT THEY HAVE FAILED MISERABLY AT THUS FAR.

ALLIANCE FOR SAFE COMMUNITIES WORKS WITH CRANSTON CITY COUNCIL TO PASS ORDINANCES.......
